Newly inaugurated President Volodymyr Zelenskyy dissolved the Verkhovna Rada on 21 May 2019, the day of his inauguration, bringing forward elections that had been scheduled for late October 2019. This move was driven by Zelenskyy's desire to secure a supportive parliamentary majority for his incoming administration.
Parliamentary elections were held across Ukraine on 21 July 2019. Voting was suspended in 26 constituencies due to Russia's 2014 annexation of Crimea and ongoing separatist occupation of parts of Donetsk and Luhansk oblasts. Zelenskyy's Servant of the People party contested the election with an entirely newcomer candidate slate.
Servant of the People won 254 seats, the first outright parliamentary majority for any party in Ukraine's post-Soviet history. Approximately 80 percent of elected deputies were new to parliament, and 61 percent had no prior political experience, representing a substantial turnover in the country's legislative composition.
