Heng Samrin was born on May 25, 1934, in Ponhea Kraek District, Cambodia. He climbed the military ranks during modern Cambodia's tumultuous decades, eventually becoming one of its key political figures. His career covers the late colonial period, independence, the Khmer Rouge era, Vietnamese-backed rule, and the post-UNTAC democratic shift, making him a unique participant and observer of Cambodia's modern changes.

Heng Samrin was a military commander in the Khmer Rouge forces but defected to Vietnam in 1978, disillusioned with Pol Pot's genocidal policies. After Vietnam's military intervention in Cambodia in late 1978 and early 1979, which ended Khmer Rouge rule, Heng Samrin became the head of state of the new People's Republic of Kampuchea. He led from 1979 to 1992, overseeing a government widely seen as influenced by Vietnam but one that began rebuilding Cambodian society after the Khmer Rouge devastation.

As the de facto leader, Heng Samrin also became General Secretary of the Kampuchean People's Revolutionary Party from 1981 to 1991. His government faced international isolation, as many Western countries and ASEAN nations refused to recognize it, continuing to support Khmer Rouge-linked representatives at the United Nations. Following the 1991 Paris Peace Agreements and the United Nations Transitional Authority in Cambodia mission, Heng Samrin moved into electoral politics. He's been in the National Assembly since June 14, 1993, representing the Cambodian People's Party. He was President of the National Assembly from 2006 to 2023, becoming its longest-serving leader.
