Biography
Kaja Kallas was born on June 18, 1977, in Tallinn, Estonia, during the last years of Soviet rule. Her father, Siim Kallas, later became Estonia's Prime Minister and a European Commissioner. Growing up in a politically aware family influenced her future in public service. She studied at top Estonian schools like Tallinn Lilleküla Gymnasium and Tallinn English College before attending the University of Tartu, Estonian Business School, and Lawrence University in the United States.
After finishing her education, Kallas became a well-known lawyer focusing on European competition law, a skill that proved helpful in her political career. She entered politics in 2011 when she was elected to the Riigikogu, Estonia's parliament, and served until 2014. Her political career then took her to the European Parliament from 2014 to 2018, where she represented the Alliance of Liberals and Democrats for Europe. This time helped her gain experience in European Union matters and build international relationships.
Kallas returned to Estonian politics in 2018 as the leader of the Estonian Reform Party, one of the country's main political groups. She was re-elected to the Riigikogu in 2019, setting the stage for higher office. Her leadership in the Reform Party and experience in national and European politics made her a leading candidate for Prime Minister. In 2021, she became Estonia's first female Prime Minister, guiding the country through a challenging time in Europe.
As Prime Minister from 2021 to 2024, Kallas dealt with major geopolitical issues, focusing on regional security and EU policy coordination. Her time in office was known for her strong support for European unity and skill in international relations. In 2024, she moved to a European role as the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission in the second von der Leyen Commission. In her personal life, she was married to Arvo Hallik, Taavi Veskimägi, and Roomet Leiger, and she wrote 'On Democracy,' showing her strong interest in political theory and practice.
Before Fame
Growing up in post-Soviet Estonia during the 1980s and 1990s, Kallas saw her country change from being occupied to gaining independence and eventually joining the European Union. Her father, Siim Kallas, was already well-known in Estonian politics and economics, taking on various high-level roles including Prime Minister and European Commissioner. This family background gave her early insight into politics and public service. At the same time, Estonia's fast-paced modernization and European integration opened doors for a new generation of leaders.
The Soviet Union collapsed in 1991 when Kallas was 14, a key event for her generation of Estonians. They grew up as Estonia transitioned to democracy and a market economy, dealing with the challenges and opportunities of creating new institutions. Her education included both local and international schools, showing the country's shift to the world and the emphasis on connecting with Western educational and political traditions.
