Pierre-Dominique Bazaine (known in Russia as Пётр Петрович Базен) was born on March 19, 1786, in Scy-Chazelles, Moselle, northeastern France. He was a civil engineer, mathematician, and military figure who spent much of his career working for the Russian Empire, contributing significantly to engineering projects and education in the early 1800s. He passed away in Paris in 1838, having built a career across two countries and several areas of expertise.

Bazaine studied at two of France's top technical schools: the École Polytechnique and the École Nationale des Ponts et Chaussées. These institutions, established during the Revolutionary and Napoleonic periods, trained the leading engineers and scientists of that time.
