André Pinto Rebouças was born on January 13, 1838, in Cachoeira, Bahia, Brazil. His family had a notable mixed heritage: his paternal grandfather was a freed slave who married a Portuguese tailor. His father, Antônio Pereira Rebouças, became a lawyer, a member of Parliament, and an adviser to Emperor Pedro II of Brazil. This family background greatly influenced André's outlook, instilling in him a strong commitment to social equality along with his goals in engineering and public life.

Rebouças showed remarkable intelligence from a young age, taking advantage of the status his father achieved through legal and political success.
