Biography

Vahagn Garniki Khachatryan was born on April 22, 1959, in Sisian, a city in Syunik Province of what was then the Armenian Soviet Socialist Republic. He studied economics at the Armenian State University of Economics, which set the stage for his career in public administration and government. Over the years, he has worked in various areas of Armenian politics and governance, from city administration to national executive roles.

Khachatryan became well-known when he served as mayor of Yerevan from 1992 to 1996, during the difficult early years of Armenian independence. Handling the capital during times of economic struggle, energy shortages, and the ongoing Nagorno-Karabakh conflict was hugely challenging. His time in office showed his substantial administrative experience in post-Soviet Armenia. He was also a member of the Armenian National Congress, an opposition political group, leading its list in the 2013 Yerevan City Council election. However, he gradually stepped back from active party involvement after 2017 and formally left in 2022.

In 2021, Prime Minister Nikol Pashinyan appointed Khachatryan as Minister of High-Tech Industry, highlighting Armenia's aim to develop its technology sector as a key part of the economy. He also worked as governor of Syunik Province, Armenia's southernmost region, which is of strategic and cultural significance. These roles expanded his experience and made him a trusted figure in the reform-focused government post-2018.

In 2022, Khachatryan was elected by the National Assembly of Armenia as the fifth President of Armenia, taking over from Armen Sarkissian. The presidency, after reforms that fully took effect after 2018, is mostly ceremonial, with executive power mainly in the hands of the prime minister. Nonetheless, the president acts as a symbolic head of state and constitution guardian. His election was backed by the ruling Civil Contract party led by Pashinyan.

Khachatryan is married to Anahit Minasyan. He has been honored with the Order of the Redeemer for his distinguished service and contributions to the state and society. He continues to serve as President of Armenia, representing the country at ceremonial and diplomatic events while navigating complex regional geopolitical challenges.

Before Fame

Vahagn Khachatryan grew up in Sisian, a town in southern Armenia known for its historical monuments and its location in the mountainous Syunik region. During the Soviet era, he studied economics at the Armenian State University of Economics in Yerevan, which was a key place for training specialists in planning and management under the Soviet system.

When the Soviet Union collapsed in 1991, it brought challenges and opportunities for a generation of Armenian administrators and experts. Khachatryan was among those who took on leadership roles during the difficult transition to independence. He became mayor of Yerevan in 1992, just a year after independence, when the country faced blockades, war, and economic collapse.
