Viačasław Frantsevič Kiebič was born on June 10, 1936, in Kaniušaŭščyna, a village in what is now Belarus. He studied at the Faculty of Mechanical Engineering at the Belarusian National Technical University in Minsk, where he gained engineering skills that later supported his economic and political career. He also attended the Minsk Higher Party School, which prepared him for leadership roles in the Soviet system.
