William Goh Seng Chye was born on June 25, 1957, in Singapore. He went to Montfort Secondary School, run by the De La Salle Brothers, which played a big role in shaping his academic and spiritual life. He studied religious subjects and became a Catholic priest, working in different roles within the Archdiocese of Singapore before becoming a bishop.

Goh was first made an auxiliary bishop of Singapore and then became the Archbishop of Singapore in 2013, the fourth person to take on this role. His appointment happened at a time when Singapore's Catholic community, though a smaller group in a nation with many religions, was actively involved in public life, education, and social services. As archbishop, Goh had to manage the spiritual, administrative, and organizational aspects of the Catholic Church in Singapore.
