Strategic Narrative Overview
Over more than three months of sustained heavy fighting, ISIS methodically defeated the opposing rebel factions across Deir ez-Zor Governorate. The offensive targeted opposition forces throughout the province, driving them from town after town. Syrian government forces, who held the provincial capital's garrison areas and the military airport on the city's southern outskirts, were not engaged by ISIS during this phase, allowing the inter-rebel conflict to conclude without direct confrontation with the state military.
01 / The Origins
During the Syrian Civil War, the Islamic State (ISIS) sought to expand its territorial control across eastern Syria. Deir ez-Zor Governorate, held by various opposition rebel factions, represented a strategic prize rich in oil infrastructure and population. In April 2014, ISIS launched a systematic offensive against all rival rebel groups in the governorate, aiming to monopolize control over the region as part of its broader state-building campaign.
03 / The Outcome
By July 2014, ISIS had achieved a decisive victory, seizing nearly the entire governorate. Rebel opposition forces were eliminated or expelled from the region. Syrian Arab Republic government troops retained a besieged pocket comprising part of the city of Deir ez-Zor and the adjacent military airport. This outcome gave ISIS dominant control over a major eastern Syrian governorate, consolidating its self-proclaimed caliphate's eastern Syrian territory.
