ISIL had held Raqqa as its de facto capital since 2014, making it a primary strategic target for the US-led coalition and the Syrian Democratic Forces. The broader Raqqa campaign, launched in 2016, sought to strip ISIL of its regional power centers as part of the Combined Joint Task Force – Operation Inherent Resolve strategy.
Beginning on 6 June 2017, SDF forces, backed by US-led coalition airstrikes and ground advisors, fought intense urban combat against ISIL defenders in Raqqa. Fighting occurred both on surface streets and in an extensive tunnel network used by militants. The operation concluded on 17 October 2017 when the SDF fully captured the city.
The fall of Raqqa effectively dismantled ISIL's claim to statehood and territorial governance. Approximately 270,000 residents had fled, and around 80% of the city was destroyed. The battle ran concurrently with the fall of Mosul and the lifting of the Siege of Deir ez-Zor, collectively collapsing ISIL's core territorial holdings.
