Chaiyaphum Pasae was a teenage Lahu human rights activist in Thailand advocating for minority ethnic group rights. On 17 March 2017, he encountered soldiers at a military checkpoint in Chiang Dao District. The army alleged he was found trafficking drugs, which set the circumstances for a fatal confrontation.
Thai army soldiers shot and killed Chaiyaphum at the checkpoint. The military claimed he brandished a grenade and attempted to escape, forcing soldiers to act in self-defence. Eyewitnesses, however, stated he was unarmed and was beaten before being shot, directly contradicting the official account.
The killing provoked widespread disbelief in Thailand and drew international attention. Human Rights Watch issued a statement demanding a transparent investigation. Despite assertions that CCTV footage supported the military's version, authorities declined to release the footage publicly, leaving accountability unresolved.
