Biography
Abdul Latif Jamal Rashid, known in Kurdish as Letîf Reşîd, was born on 10 August 1944 in Sulaymaniyah, Iraq. He pursued his higher education in the United Kingdom, studying at both the University of Liverpool and the University of Manchester, where he developed his expertise in civil engineering. This technical background would prove instrumental in his later career as a politician focused on infrastructure and water management issues.
Rashid began his political career as a member of the Patriotic Union of Kurdistan (PUK), serving as the organization's spokesperson in the United Kingdom. This role established him as an important voice for Kurdish interests in international circles and demonstrated his ability to navigate complex political relationships. His engineering expertise and political acumen made him a valuable figure in post-2003 Iraqi reconstruction efforts.
Following the fall of Saddam Hussein's regime, Rashid was appointed Minister of Water Resources, a position he held from September 2003 through December 2010 under successive Iraqi governments, including the Iraqi Interim Government, the Iraqi Transitional Government, and later the administration of Nouri al-Maliki. In this capacity, he oversaw critical infrastructure projects including irrigation systems, municipal and industrial water supply, hydropower development, flood control measures, and environmental restoration programs, notably the restoration of Iraq's southern marshlands.
In October 2022, Rashid was elected as President of Iraq by the Iraqi Parliament, becoming the fourth non-Arab to hold this position and succeeding fellow Kurdish politician Barham Salih. His election represented continuity in Kurdish representation in Iraq's highest ceremonial office while bringing his extensive experience in governance and infrastructure development to the presidency. He is married to Shanaz Ibrahim Ahmad and was honored with the Knight Grand Cross with Collar of the Order of Merit of the Italian Republic in 2023, reflecting his international standing as a statesman.
