Ahmed Ouyahia, an Algerian politician and career diplomat, was born on July 2, 1952, in Iboudraren, a village in the Kabylie region of northern Algeria. He went to El Idrissi High School and later graduated from the National School of Administration, which many of Algeria's top civil servants and government officials attended. This educational background set the stage for his long career in diplomacy and public administration, ultimately placing him at the center of Algerian politics for over two decades.

Ouyahia moved up in Algerian diplomacy before entering electoral politics. He helped found the Democratic National Rally (RND) and served as its secretary-general.
