
Biography
Vicente Fox Quesada was born on July 2, 1942, in Mexico City, Mexico. He studied at Campion High School and later at Ibero-American University. Before entering politics, Fox was a successful businessman, which later influenced his economic policies as president.
Fox's political career reached its peak when he won the 2000 presidential election as the candidate for the National Action Party (PAN), earning 43 percent of the vote. His win marked a historic change in Mexican politics, ending 71 years of continuous rule by the Institutional Revolutionary Party (PRI). Fox was the first president from an opposition party since Francisco I. Madero in 1911, bringing a significant democratic transition for Mexico.
During his presidency from 2000 to 2006, Fox campaigned as a right-wing populist and continued the neoliberal economic policies started by his PRI predecessors in the 1980s. One of his key domestic achievements was creating Seguro Popular with Julio Frenk Mora, a social welfare program that provided healthcare coverage to around 55 million independent workers. However, his administration faced several challenges, including failed efforts to implement a value-added tax on medicines and to build a new airport in Texcoco.
Fox's presidency saw both diplomatic successes and conflicts. He maintained strong relations with the United States and President George W. Bush in the first half of his term but later had tensions with Cuba, Venezuela, and Bolivia. His backing of the Free Trade Area of the Americas led to friction with the Venezuelan and Bolivian governments. The murder of human rights lawyer Digna Ochoa in 2001 raised questions about his administration's break from Mexico's authoritarian past.
In the later years of his presidency, Fox clashed with Andrés Manuel López Obrador, the mayor of Mexico City. Fox and the PAN tried and failed to remove López Obrador from office and prevent him from running in the 2006 presidential elections. Fox's term ended with the controversial 2006 elections, where PAN candidate Felipe Calderón narrowly won over López Obrador. Fox is married to Marta Sahagún and has received various international honors, such as the Collar of the Order of Isabella the Catholic, the Giuseppe Motta Medal, and the Grand Cross of the Legion of Honour, among others.

Fox started his journey to the presidency in the business world, where he gained the economic and leadership skills that shaped his future in politics. He studied economics and business administration at Ibero-American University.
In Mexico, toward the end of the 20th century, the PRI held a political monopoly, controlling the presidency since 1929. People were increasingly unhappy with the PRI and were calling for democratic reform and economic modernization. This set the stage for someone like Fox, from outside the traditional political circles, to win over voters who wanted a change.
