Andrey Igorevich Melnichenko was born on March 8, 1972, in Gomel, which was part of the Soviet Union at the time and is now in Belarus. He studied in Russia, going to both Lomonosov Moscow State University and Plekhanov Russian Economic University, where he learned about economics and finance during the challenging post-Soviet years.
