Ayaz Niyazi oghlu Mutallibov (12 May 1938 – 27 March 2022) was an Azerbaijani politician who served as the first president of Azerbaijan during the country's transition from Soviet rule to independence. Born in Baku, he pursued his education at Azerbaijan State Oil and Industrial University, reflecting the industrial focus of Soviet Azerbaijan's economy. His early career was built within the framework of the Azerbaijan Communist Party, where he steadily advanced through various administrative and party positions during the Soviet era.

Mutallibov's rise to prominence came in 1990 when he became the leader of the Azerbaijan Communist Party, positioning him at the center of the republic's political transformation. That same year, the Supreme Soviet of Azerbaijan SSR elected him as the first President of Azerbaijan SSR on 18 May 1990, making him both the last Soviet leader of Azerbaijan and its first president. His presidency coincided with the collapse of the Soviet Union and Azerbaijan's declaration of independence in 1991.

In September 1991, amid the dissolution of the Soviet Union, Mutallibov declared himself President of Azerbaijan in an uncontested election, attempting to maintain stability during the turbulent transition period. However, his presidency was marked by significant challenges, including the ongoing conflict over Nagorno-Karabakh and internal political pressures. His tenure was characterized by efforts to navigate between maintaining order and addressing demands for democratic reforms.

Mutallibov's presidency came to an abrupt end in March 1992 when he was forced to resign following military setbacks in the Nagorno-Karabakh conflict, particularly after the Khojaly massacre. He briefly returned to power in May 1992 but was ousted again within days when he attempted to cancel upcoming presidential elections, an action that was seen as an attempt to consolidate authoritarian control. This second removal from office marked the definitive end of his political career and paved the way for subsequent leadership changes in Azerbaijan.
