Biography

Heydar Alirza oghlu Aliyev (10 May 1923 – 12 December 2003) was an Azerbaijani politician and intelligence officer who led his country's politics for over three decades. Born in Nakhchivan, he started working in Soviet state security in 1941, spending 28 years with the KGB of the Azerbaijan SSR until 1969. His background in intelligence and connections with Soviet leaders Leonid Brezhnev and Yuri Andropov helped him climb the Communist Party ranks. From 1969 to 1982, Aliyev led Soviet Azerbaijan as First Secretary of the Communist Party, implementing economic modernization while keeping tight political control. His achievements in Azerbaijan earned him a promotion to the Soviet Union's top levels, where he was First Deputy Premier from 1982 to 1987. After Azerbaijan gained independence and faced political unrest, Aliyev returned to power following the 1993 military coup that ousted democratically elected President Abulfaz Elchibey. He became president, ending Azerbaijan's brief democratic period. In an election he organized, Aliyev claimed nearly 99% of the vote, setting up the authoritarian system that marked his ten-year presidency. His rule included the suppression of political opposition, rigged elections, and the establishment of a police state. Despite international criticism of his human rights record, Aliyev stayed in power until his death in Cleveland in 2003, having set up a political dynasty that his son Ilham continued through another rigged election.

Aliyev grew up in Nakhchivan during a key time in Soviet history. He went to top schools like Azerbaijan State Oil and Industrial University and Baku State University, which connected him with the Soviet technical and administrative elite. He joined the KGB in 1941, just as World War II began, serving and earning military honors such as the Medal for Victory over Germany. After the war, the Soviet system allowed ambitious people like Aliyev to move up through state security roles, especially if they were loyal and skilled in keeping party control over the republics.
