Biography
Luis Federico Franco Gómez was born on July 24, 1962, in Asunción, Paraguay. He trained as a surgeon at the Universidad Nacional de Asunción before moving into politics with the Authentic Radical Liberal Party, or PLRA. His background in both medicine and public service influenced his governance style and made him an important part of Paraguay's liberal political history.
From 2003 to 2008, Franco was the Governor of the Central Department, gaining administrative experience and becoming more well-known nationwide. In the 2008 presidential election, he ran as the vice-presidential candidate with Fernando Lugo, a former Catholic bishop. Their win ended more than sixty years of Colorado Party rule, marking a major change in Paraguay's democratic history. Franco became Vice President in August 2008.
On June 22, 2012, the Paraguayan Senate voted to impeach President Fernando Lugo after a swift trial related to a land conflict in Curuguaty that resulted in seventeen deaths. This impeachment process, which took about thirty-six hours, faced severe international criticism, with accusations of it being a parliamentary coup. Franco was sworn in as the 48th President of Paraguay that same day, finishing the presidential term until August 15, 2013. His presidency was highly disputed both locally and internationally.
During Franco's presidency, he had to manage political unrest and regional diplomatic challenges. Paraguay was briefly suspended from Mercosur, the South American trade group, and Unasur right after Lugo's impeachment. Despite these issues, his administration continued to operate until the power transfer following the April 2013 elections, where Horacio Cartes of the Colorado Party was elected president. Franco did not run for president in that election.
After his presidency, Franco remained engaged with the PLRA, serving as its chairman at various times. His brother, Julio César Franco, is also a key political figure, having been a senator, former Vice President, and past PLRA chairman. Federico Franco has received the National Order of Merit for his public service in Paraguay. His career highlights the blend of professional skill and political ambition seen in many Paraguayan leaders after the shift from Colorado Party dominance.
Before Fame
Federico Franco was born and raised in Asunción while Paraguay was under the authoritarian rule of Alfredo Stroessner, whose Colorado Party had been in charge since 1954. Growing up in this setting, Franco went on to study at the Universidad Nacional de Asunción, where he trained to be a surgeon. Choosing medicine was both a personal decision and part of a larger trend in how the professional class developed in Paraguay during the late 20th century.
After Stroessner's regime fell in 1989 and Paraguay moved towards democracy, Franco got more involved with the Authentic Radical Liberal Party, one of the two main political groups in the country. His election as Governor of the Central Department in 2003 marked his rise in national politics, providing him with a platform that eventually led to him becoming vice president alongside Fernando Lugo in 2008.
