Biography

Ismail Qemali, also known as Ismail Kemal Bey Vlora, was an Albanian politician and statesman who founded modern Albania and was its first prime minister. Born on October 16, 1844, in Vlorë to an Albanian noble family, he got his early education at the Zosimaia School and later studied law in Istanbul. His skills in multiple languages and diplomatic talents were key in his political career.

Qemali's early career was within the Ottoman administration, where he gained important experience in governance and international relations. He traveled widely in Europe, gaining a deep understanding of European political systems and diplomatic norms. After the Young Turk Revolution, he returned to Albania to focus on Albanian national interests and was active in the Congress of Ottoman Opposition.

The Albanian revolt of 1912 was the peak of Qemali's political efforts. He was the main author of Albania's Declaration of Independence, expressing the nation's goals for self-rule and sovereignty. The All-Albanian Congress chose him to lead the Provisional Government of Albania in November 1912, and he took on the roles of both prime minister and foreign minister. His government quickly faced the challenge of building state institutions and securing international recognition.

Qemali was prime minister from December 1912 until he stepped down in January 1914, during which he worked on solidifying Albanian independence and establishing diplomatic ties with European countries. Political pressures and internal disputes eventually led him to leave office. He spent his final years in exile in Italy, continuing to support Albanian interests until he died in Perugia on January 26, 1919. His efforts in establishing the Albanian state earned him the title Hero of Albania after his death.
