Biography

Karim Kajymkanuly Massimov was born on June 15, 1965, in Astana, Kazakhstan, to a family with Tajik and Uyghur roots. He pursued a wide-ranging education in various countries, completing the Republican Physics and Mathematics Boarding School in 1982 before learning Arabic in Russia. His academic credentials include degrees from the Peoples' Friendship University of Russia, Narxoz University, Wuhan University School of Law, Beijing Language and Culture University, Columbia University, and K.G. Razumovsky Moscow State University of Technology and Management. He earned his doctorate from Moscow State University in 1999.

Massimov started his government career early, leading the Ministry of Labour in 1991 as Kazakhstan gained independence. He later worked in the private sector, including business ventures in China and a role at Almaty Trade and Financial Bank. Returning to public service, he became the Minister of Transport in 2000 and then Deputy Prime Minister in 2001. He also served as Minister of Economy and Budget Planning and Minister of Transport and Communications during this time.

In January 2007, President Nursultan Nazarbayev appointed Massimov as Prime Minister, a role he held during the tough times of the Great Recession. His first term lasted until September 2012, during which he guided economic reforms that nearly doubled Kazakhstan's GDP per capita and launched the Unified National Healthcare System. After leaving the Prime Minister's office, he served as the chief of staff of the presidential office before being reappointed as Prime Minister in April 2014.

In his second term as Prime Minister from 2014 to 2016, Massimov tackled major economic challenges such as a 20% devaluation of the Kazakhstani tenge and falling oil prices. He led the execution of the 100 Concrete Steps modernization plan focused on economic change. In September 2016, he became chairman of the National Security Committee, a position he held until January 2022.

Massimov's career came to a sudden end following unrest in Kazakhstan in January 2022. President Kassym-Jomart Tokayev removed him from the National Security Committee and had him detained on suspicions of treason. In April 2024, he was found guilty of high treason and attempted coup d'état and was sentenced to 18 years in prison. Over his career, he received several honors, including the Order of Kurmet, Order of Nazarbayev, and Order of the Leopard, and was named an honorary doctor of Wuhan University in 2008.

Massimov grew up in Kazakhstan during the last decades of Soviet rule, a time of economic stagnation and political change. His success at the Republican Physics and Mathematics Boarding School showed the Soviet focus on technical education. Later, his studies in Arabic and Chinese gave him a unique edge for Kazakhstan's foreign policy after it became independent.

He started working in government in 1991, right when Kazakhstan gained independence and needed skilled people to help build state institutions. With his broad educational background and language skills, he became a key figure as Kazakhstan worked to form diplomatic and economic ties with nearby countries, especially Russia and China.
