Sheikh Maktoum bin Rashid Al Maktoum was born on August 15, 1943, in Al Shindagha, a historic coastal area of Dubai. This area was traditionally home to the ruling Al Maktoum family. He was the eldest son of Sheikh Rashid bin Saeed Al Maktoum, who turned Dubai from a small pearl-diving and trading port into a regional commercial center. Maktoum grew up during a time of rapid change in the Trucial States, with oil revenues beginning to reshape the Gulf region's economy and politics. As the eldest son, he was groomed for leadership from an early age, learning the governance and tribal diplomatic skills needed for Gulf leadership.

Maktoum became well-known nationally when the United Arab Emirates was established on December 2, 1971. At twenty-eight, he became the UAE's first Prime Minister, tasked with creating a functional federal government from seven separate sheikhdoms. He held this role until 1979, during a critical time when the UAE's federal institutions were being built from scratch. His efforts during these years helped lay the foundations for the federation's future. He was married to Alia bint Khalifa bin Saeed al Maktoum and remained closely connected to the Al Maktoum family network.

After his father's death in 1990, Maktoum became the ruler of Dubai and again took on the role of UAE Prime Minister, a position he held until his passing. As Dubai's leader, he oversaw major transformations, approving significant infrastructure projects, expanding ports and aviation facilities, and promoting industries like tourism, finance, and real estate.
