Biography

Phạm Minh Chính was born on December 10, 1958, in Hậu Lộc, Thanh Hóa province, Vietnam. He studied at Hanoi University and later attended the Technical University of Civil Engineering in Bucharest, Romania, where he earned a Bachelor's degree in Civil Engineering. He also obtained a Doctor of Law and an Advanced Degree in Political Theory from the Ho Chi Minh National Academy of Politics and is recognized as an Associate Professor in National Security Studies.

Chính started his career in Vietnam's Ministry of Public Security, eventually becoming a lieutenant general in the People's Public Security Forces. From 2006 to 2009, he was Deputy Head of the Ministry's General Department of Intelligence and then led the General Department of Logistics and Technology in 2010. He was Deputy Minister of Public Security from 2010 to 2011 before moving to Party administrative roles.

From 2011 to 2015, he was Party Secretary of Quảng Ninh province, effectively acting as its governor. During this time, significant economic and administrative reforms took place. In 2016, he joined the Politburo, one of the most powerful decision-making bodies in Vietnam, and held positions as Head of the Party's Central Organizing Commission and a Member of the Secretariat of the Communist Party until 2021. In these roles, he managed personnel decisions across the party and government.

On April 5, 2021, Chính became the eighth Prime Minister of Vietnam, following Nguyễn Xuân Phúc. Shortly after, he faced a severe COVID-19 outbreak starting around April 2021. As Head of the COVID-19 National Steering Committee, he led a nationwide vaccination campaign, allowing Vietnam to reopen its economy. The country saw positive GDP growth in 2021 and a record-high growth rate in 2022, showing a solid recovery after the pandemic.

In foreign policy, Chính's government actively engaged in diplomacy, strengthening Vietnam's relations with Australia and the United States, part of Hanoi's strategy to balance ties with major powers. Within the Communist Party, he ranked third, behind General Secretary Tô Lâm and President Lương Cường. He also served as Vice Chairman of the National Defense and Security Council and maintained his seat as a Member of the National Assembly while serving as prime minister.

Phạm Minh Chính grew up in Hậu Lộc, Thanh Hóa, a province known for its revolutionary history in Vietnam. He spent his early years during the Vietnam War's final stages and the country's reunification in 1975, a transformative time for many future Communist Party officials. He studied engineering at Hanoi University in Vietnam and later in Bucharest, Romania, a common path for Vietnamese students training in socialist countries, which helped them build important networks and gain expertise for their careers.

After returning to Vietnam, Chính chose to work in public security instead of engineering, following a common route for ambitious party members in the 1980s and 1990s. He moved up through the Ministry of Public Security's intelligence and logistics departments, showing his skill in handling both technical and political aspects of state service. His leadership role in Quảng Ninh province and his promotion to the Politburo marked the peak of years of progress within the party-state system.
