Phan Văn Khải (25 December 1933 – 17 March 2018) was a Vietnamese politician who was the fifth Prime Minister of Vietnam from 25 September 1997 until he resigned on 27 June 2006. He was born in Củ Chi, Ho Chi Minh City, into a family known for their patriotism and resistance against foreign occupiers, which inspired his strong sense of civic duty from an early age. Khải lived through and took part in the wars against France and the United States, experiences that greatly influenced his political views.

He studied economics at Moscow State University Faculty of Economics, which gave him the technical skills that defined his career as a practical economic leader. His education set him apart in the Vietnamese Communist Party, making him known as a technocrat who handled complex economic issues. He moved up through government positions, gaining broad experience in economic planning and governance before becoming the country's top executive.

As Prime Minister, Khải continued the reform policies started by Võ Văn Kiệt and advanced Vietnam's Đổi Mới economic reforms. One of his major achievements was guiding Vietnam through the 1997 Asian financial crisis, which caused major instability in many neighboring economies. His careful management helped Vietnam avoid the worst effects of the crisis and keep growing. He also played a key role in getting Vietnam into the World Trade Organization and worked to increase Vietnam's involvement with ASEAN and the world.

During his time in office, he made a significant diplomatic move: in 2005, he was the first Vietnamese head of government to visit the United States since the Vietnam War ended, meeting President George W. Bush and starting a new chapter in U.S.-Vietnam relations. Despite these successes, his time as Prime Minister was marred by struggles to tackle government corruption. On 27 June 2006, Khải, President Trần Đức Lương, and National Assembly Chairman Nguyễn Văn An resigned early, acknowledging their shared responsibility for failing to effectively address corruption.

Phan Văn Khải died on 17 March 2018 in Ho Chi Minh City. He was married to Nguyễn Thị Sáu. Throughout his career, he received many honors, including the Gold Star Order, the Order of Friendship, the Order of José Martí, the Order of the Rising Sun, and the Order of Diplomatic Service Merit, recognizing both his contributions within Vietnam and his influence on international relations.
