Raman Hałowčanka, known in Russian as Roman Alexandrovich Golovchenko, was born on August 10, 1973, in Žodzina, Minsk Region, in what was then the Belarusian Soviet Socialist Republic. Growing up during the last years of Soviet rule, he built his career in the independent Republic of Belarus after 1991. His work has spanned diplomacy, law enforcement, banking, and government, making him a versatile figure in Belarusian public service.

Hałowčanka studied at the Moscow State Institute of International Relations, a top diplomatic school in the former Soviet Union, which set him up for an early career in foreign service. He furthered his studies at the Academy of Public Administration, gaining the knowledge for senior government roles. These qualifications show his dual focus on international engagement and domestic administration.

Before reaching high government levels, Hałowčanka worked in Belarus's prosecution service, gaining legal and enforcement experience. In June 2020, Hałowčanka became Prime Minister of Belarus, holding this role until March 2025.
