Sheikh Rashid bin Saeed Al Maktoum was born on June 11, 1912, in Dubai, which was then a small trading settlement along Dubai Creek in the Trucial States, a group of sheikhdoms under British protection on the Persian Gulf coast. He belonged to the Al Maktoum family, rulers of Dubai since 1833, and was trained from a young age to understand the political and commercial dynamics of the region. His father, Sheikh Saeed bin Maktoum, led Dubai during tough economic times, including the pearl trade's collapse in the early 1930s after Japanese cultured pearls were introduced. This upbringing gave Rashid a practical understanding of economic challenges and the need to diversify.

Rashid started handling governing responsibilities before officially taking power. During the 1940s and 1950s, he acted as his father's deputy and co-ruler, becoming increasingly involved in managing Dubai's affairs. When he became ruler upon his father's passing in 1958, he took over a modest city and quickly set about building the infrastructure needed for large-scale business. One of his first significant decisions was dredging Dubai Creek in the late 1950s and early 1960s, allowing larger ships to dock and greatly boosting trade. This project set the tone for his leadership: practical investments in infrastructure to encourage commerce.

In the following decades, Sheikh Rashid oversaw the construction of Port Rashid, opened in 1972, and Jebel Ali Port, which was the largest man-made harbor in the world upon completion in 1979. He also supported the building of Dubai International Airport, the World Trade Centre, and a network of roads and bridges that connected the expanding city. These efforts were made with the understanding that Dubai's oil reserves, found in 1966, were limited and would eventually run out, making it crucial to develop a commercial and logistical economy to sustain the emirate independently.

Nationally, Sheikh Rashid was instrumental in forming the United Arab Emirates. When the federation was established on December 2, 1971, he became its first Vice President, a role he retained until his death. Although cautious about the federation at first, prioritizing Dubai's commercial independence, he ultimately supported the union led by Sheikh Zayed bin Sultan Al Nahyan of Abu Dhabi. On April 30, 1979, he was appointed Prime Minister of the UAE, becoming the first person to hold both Vice President and Prime Minister titles simultaneously. His time as Prime Minister continued until 1990, though his active governance ended after a stroke in 1981.

Sheikh Rashid bin Saeed Al Maktoum passed away on October 7, 1990, in Dubai at the age of 78. His son, Sheikh Maktoum bin Rashid Al Maktoum, succeeded him as Dubai's ruler, having also served as the UAE's first Prime Minister. Rashid left behind a city transformed from what he had inherited, thanks to deliberate policies, strategic investments, and a continuous openness to international trade.
