Biography

Ruhakana Rugunda (born 7 November 1947) is a Ugandan doctor and politician who was Prime Minister of Uganda from 2014 to 2021. Born in Kabale, he had a varied education, attending Kigezi High School and Busoga College before studying medicine at Makerere University. He then continued his education at the University of Zambia and the University of California Berkeley, before returning to Makerere University. This educational background supported his career in both medicine and public service.

Rugunda started his political career in 1986 when he joined President Yoweri Museveni's government. He held various cabinet positions over the years. From 1994 to 1996, he was Minister of Foreign Affairs, where he represented Uganda internationally during important regional diplomatic efforts. Between 2013 and 2014, he served as Minister of Health, addressing health issues like the ongoing HIV/AIDS crisis affecting the region.

Before becoming Minister of Health, Rugunda was Minister of Internal Affairs from 2003 to 2009, managing domestic security and administrative issues. Later, he was Uganda's Permanent Representative to the United Nations from 2009 to 2011, where he participated in global discussions on development, peace, and security.

President Museveni appointed Rugunda as Prime Minister on 18 September 2014, succeeding Amama Mbabazi. Rugunda served as Prime Minister until 21 June 2021, overseeing government operations and policy while using his medical and diplomatic background. His career shows a blend of medical expertise, diplomatic skills, and political leadership that has shaped Uganda's governance for over 30 years.

Before Fame

Growing up in Kabale during the late colonial and early independence period, Rugunda saw Uganda's shift from British rule to gaining independence in 1962. He attended Kigezi High School and Busoga College, which showed the opportunities available to bright students during Uganda's early independence. Choosing to study medicine at Makerere University matched the urgent need for medical professionals in the newly independent country.

The 1970s and early 1980s, when Rugunda was finishing his medical education and starting his career, were marked by political chaos under Idi Amin's rule and the resulting instability. This time shaped a generation of educated Ugandans who later took on key roles in rebuilding the country's institutions. His studies abroad, especially at the University of California Berkeley, gave him a global view that became useful in his future diplomatic and political positions.
