Strategic Narrative Overview
Beginning on 10 January 2021, Asayish internal security forces of the AANES surrounded Syrian government-held enclaves in Qamishli and Hasakah. The siege focused on the Hasakah Security Box and the Halko and al-Tayy neighborhoods of Qamishli, blocking entry of pro-government forces, supplies, and fuel. The action represented a direct pressure tactic by the AANES against government pockets within territory it otherwise controlled in northeastern Syria.
01 / The Origins
Tensions between the Autonomous Administration of North and East Syria (AANES) and the Ba'athist Syrian government intensified over mutual restrictions. The Syrian government limited movement and supplies to YPG-controlled neighborhoods of Sheikh Maqsoud and Ashrafieh in Aleppo, and restricted access to Syrian Democratic Forces-controlled areas in the Shahba region. After negotiations over these issues, including the release of AANES-held prisoners, failed to produce an agreement, the AANES moved to impose a counter-siege.
