Asqar Mamin was born on October 23, 1965, in Astana, Kazakhstan. He studied at Plekhanov Russian Economic University, which set the stage for his career in economics and public administration. His background in economics helped shape his approach to governance and policy throughout his political life.

Mamin's political career took off in the mid-2000s when he became the Minister of Transport and Communication in the Daniyal Akhmetov Cabinet from 2005 to 2006. After that, he was the äkim (mayor) of Astana from 2006 to 2008. During his time as mayor, Astana experienced significant growth, with major infrastructure projects and urban planning initiatives changing the city.

Following his role as mayor, Mamin moved to the private sector as president of Kazakhstan Temir Zholy, the country's national railway company. This position allowed him to manage key transportation infrastructure and develop skills in logistics and industrial management. His experience with the railway system made him an expert in infrastructure development, which later influenced his government policies.

In 2016, Mamin went back to government work as First Deputy Prime Minister, serving until 2019. During this time, he worked on economic policy and administrative reforms with the prime minister's office. He became Prime Minister in February 2019, leading Kazakhstan's government during a time of economic changes and modernization. As Prime Minister, he focused on infrastructure development, economic diversification, and efficient administration.

Mamin's time as Prime Minister ended in January 2022 when he resigned due to widespread civil unrest in Kazakhstan.
