Baqytjan Äbdırūly Sağyntaev was born on October 13, 1963, in Kazakhstan when it was part of the Soviet Union. He attended Al-Farabi Kazakh National University, where he studied economics and sociology, shaping his future career. His academic background laid the groundwork for his rise to key positions in Kazakhstan's government after the country gained independence in 1991.

Sağyntaev's political career peaked when he became Prime Minister of Kazakhstan on September 9, 2016, under President Nursultan Nazarbayev. As Prime Minister, he led important economic policies and administrative reforms until he stepped down on February 21, 2019. His leadership focused on modernizing Kazakhstan's economy and enhancing its role in regional and global matters.

After leaving the prime minister position, Sağyntaev was named Äkim (Mayor) of Almaty on June 28, 2019.
