José María Figueres Olsen was born on December 24, 1954, in San José, Costa Rica, into a well-known political family. His father, José Figueres Ferrer, was a three-time president who got rid of the military and set up many of Costa Rica's democratic systems. This political background greatly influenced Figueres' views and career.

After finishing his education, which included studies at West Point Military Academy and Harvard University, Figueres entered Costa Rican politics in the 1980s. He quickly moved up in the National Liberation Party (Partido Liberación Nacional), the political group started by his father. Early in his political career, he focused on economic and environmental issues, which would define his future presidency.

Figueres won the Costa Rican presidential election in 1994, taking office at 39 as one of the country's youngest presidents. His administration aimed to modernize the economy, shifting Costa Rica from an agriculture-based economy to one focused on technology and services. He promoted foreign investment, especially in high-tech industries, and worked to make Costa Rica a regional hub for multinational corporations.

Environmental conservation was another key part of his presidency.
