Biography
Älihan Ashanūly Smaiylov was born on December 18, 1972, in Almaty, Kazakhstan, while it was still part of the Soviet Union. He attended Al-Farabi Kazakh National University, a leading school in Kazakhstan, where he focused on economics and finance, shaping his career path. His education laid the groundwork for a notable career in public service for over twenty years.
Smaiylov started his career in the financial sector, gaining a lot of experience in economic policy and fiscal management. He climbed the ranks in Kazakhstan's finance ministry and central bank, developing skills in macroeconomic planning and financial administration. His abilities led to his role as Minister of Finance from 2018 to 2020, where he managed Kazakhstan's fiscal policy during economic challenges and global uncertainty.
In January 2022, during the civil unrest known as the January Events, President Kassym-Jomart Tokayev appointed Smaiylov as acting Prime Minister, replacing Asqar Mamin. This happened at a critical moment in Kazakhstan's history, as the government was dealing with its most serious domestic crisis since gaining independence. Parliament unanimously approved his appointment, showing confidence in his capacity to guide the country through difficult times. As Prime Minister from 2022 to 2024, Smaiylov implemented economic reforms and worked to restore stability after the January unrest.
After his time as Prime Minister, Smaiylov took on other important roles within Kazakhstan's institutions. Since January 2023, he has been Chairman of the Board of Directors of JSC National Welfare Fund Samruk-Kazyna, managing the country's sovereign wealth fund. In April 2024, he became Chairman of the Supreme Audit Chamber of Kazakhstan, continuing his work in the nation's financial oversight and governance. His career illustrates the ongoing importance of technocratic leadership in Kazakhstan's development since the Soviet era.
Before Fame
Growing up in Almaty during the late Soviet period, Smaiylov saw Kazakhstan change from a Soviet republic to an independent nation in 1991. He came of age as the USSR collapsed and Kazakhstan became a sovereign state under President Nursultan Nazarbayev. This time of significant political and economic change influenced how he views governance challenges and the importance of stable institutions.
The economic struggles of the 1990s in post-Soviet Kazakhstan led to a need for skilled financial professionals to help transition to a market economy. Smaiylov studied at Al-Farabi Kazakh National University, where he gained the economics and finance knowledge necessary for building institutions during this time. He entered public service as Kazakhstan worked to develop local expertise in economic management and reduce reliance on foreign advisors in the early years of its independence.
