Pavel Valeryevich Durov was born on October 10, 1984, in Saint Petersburg during the Soviet era. He studied at the Faculty of Philology of Saint Petersburg State University, where he got interested in technology and communication platforms. In 2006, Durov co-founded VKontakte (VK), a social networking site that became Russia's largest social media platform and made him a pioneering entrepreneur in the Russian internet scene.
Durov's time at VK ended abruptly in 2014 when disputes with new company owners and pressure from Russian authorities pushed him out of the company he started. These issues were about government demands for user data and content control, leading to his decision to leave Russia entirely. This experience strengthened his commitment to internet freedom and privacy rights, principles that shaped his later projects.
In 2013, Pavel, working with his older brother Nikolai Durov, launched Telegram, an encrypted messaging app focused on user privacy and security. The platform gained global popularity due to its focus on encryption and resistance to government surveillance. After leaving Russia, Durov moved Telegram's operations to Dubai, United Arab Emirates, in 2017, setting up the company's headquarters there.

Durov's support for internet freedom has sometimes led to legal troubles. On August 24, 2024, French police arrested him on criminal charges related to alleged insufficient content moderation on Telegram and refusal to cooperate with law enforcement investigations. Since 2021, he has held citizenship in several countries, including Russia, Saint Kitts and Nevis, the United Arab Emirates, and France, showing his international business activities and personal choices.
