Biography

Rolandas Paksas was born on June 10, 1956, in Telšiai, Lithuania, when it was part of the Soviet Union. He studied at Vilnius Gediminas Technical University and later at Saint Petersburg State University of Civil Aviation. Before getting into politics, Paksas was known as a national aerobatics champion in the 1980s, showing his competitive nature and technical skills, which later shaped his political career.

After Lithuania gained independence from the Soviet Union, Paksas started a construction company called Restako, shifting from aviation to business. His success in business paved the way for his political career in the mid-1990s. In 1997, he was elected to the Vilnius City Council with the centre-right Homeland Union and later became the city's mayor, serving from 1997 to 1999.

Paksas's political career advanced quickly when he became Prime Minister in May 1999, though his first term lasted just five months due to disagreements over privatization. He joined the Liberal Union of Lithuania in 2000 and again served as both mayor of Vilnius and Prime Minister after the 2000 elections. However, disputes over economic reforms ended his second term in 2001, marking a trend of political instability throughout his career.

In 2002, Paksas started the Liberal Democratic Party with a populist agenda aimed at voters frustrated with the political scene. His presidential campaign in 2002-2003 looked like a long shot, starting with just 19.7% of the vote in the first round. Yet, he pulled off a surprising win in the runoff on January 5, 2003, with 54.7% of the vote, becoming Lithuania's sixth president.

Paksas's time as president was short and troubled. He started with anti-corruption efforts targeting officials involved in illegal land deals but got caught up in a scandal by October 2003. Allegations of illegally granting Lithuanian citizenship to Russian businessman Yury Borisov led to impeachment. In April 2004, Paksas became the first European leader to be impeached and removed from office. After his removal, he headed the Order and Justice party from 2004 to 2016 and was a Member of the European Parliament from 2009 to 2019, continuing in politics despite being constitutionally barred from holding the presidency again.

Growing up in Soviet-era Lithuania, Paksas honed his technical skills through aviation studies and became a talented aerobatics pilot, winning national championships in the 1980s. His aviation and engineering background gave him practical skills and a competitive mindset that he later used in business and politics.

When the Soviet Union collapsed in 1991, it opened up new opportunities for ambitious individuals like Paksas. He took advantage of Lithuania's shift to a market economy by starting his construction company, Restako. His business success during the chaotic post-Soviet period built his reputation and financial independence, paving the way for his move into politics as Lithuania developed its democratic institutions and established its place in Europe.
