Biography
Santiago Peña Palacios was born on November 16, 1978, in Asunción, Paraguay. He studied at Universidad Católica Nuestra Señora de la Asunción and later taught economics there. He also attended Columbia University in New York, where he learned about economics and monetary policy. He has published research papers on these topics, establishing himself as a well-respected figure in Paraguayan economics.
Peña started his political career with the Authentic Radical Liberal Party in 1996, staying with them for 20 years. In 2016, he made a significant shift by joining the conservative Colorado Party, which has been a major force in Paraguayan politics. This move positioned him within the country's most powerful political party and opened up new opportunities in public service. He had already gained considerable financial sector experience by serving on the Board of Directors of the Central Bank of Paraguay and holding a leadership role at Banco Amambay.
In 2018, Peña ran in the Colorado Party's internal presidential primary against Mario Abdo Benítez. He didn't win, but the race increased his visibility. After Abdo Benítez won the general election, Peña was appointed Minister of Finance, managing fiscal policy during the economic challenges of the COVID-19 pandemic. This role gave him significant executive experience and kept him involved in key economic decisions.
Peña won the Colorado Party's presidential nomination before the 2023 general election, going on to win the presidency and becoming Paraguay's 52nd president. He took office in August 2023. That same year, Brazil awarded him the Order of Ipiranga, and in 2024 he received the Collar of the Order of Merit, highlighting his growing diplomatic recognition. His administration continues the Colorado Party's longstanding governance while tackling economic development, anti-corruption, and regional diplomacy.
Before Fame
Growing up in Asunción during the last years of the Stroessner dictatorship and the move to democracy in 1989, Santiago Peña matured in a Paraguay going through big political changes. The country's shaky new democracy and weak economy created a chance for a generation of young Paraguayans interested in politics and public policy with a focus on expertise instead of just party politics.
Peña studied at the Universidad Católica Nuestra Señora de la Asunción and later at Columbia University, gaining skills in economic analysis just as Paraguay was trying to stabilize its financial systems and draw in foreign investment. His early jobs with the Central Bank of Paraguay and Banco Amambay helped him establish a reputation in monetary and financial matters before his political career fully developed. Initially connecting with the Liberal Party in 1996, he positioned himself within mainstream Paraguayan opposition, but his switch to the Colorado Party in 2016 turned out to be a key move toward national leadership.
