Mamuka Bakhtadze was born on 9 June 1982 in Tbilisi, Georgia. He studied at Tbilisi State University and Lomonosov Moscow State University, focusing on economics and public administration. This background shaped his career in Georgia's public and private sectors.

Before joining the government, Bakhtadze gained significant corporate experience. From 2013 to 2017, he was the Executive Director of Georgian Railway, the state-owned national rail company.
